OSCE prepares new peace plan for the Donbas
In an interview with the newspaper Kleine Zeitung, the Special Representative of the OSCE Chairmanship in Ukraine and the Trilateral Contact Group in Minsk, Martin Sajdik said that the OSCE Ministerial Council had been presented with a new peace plan for the Donbas conflict, which should replace the Minsk agreements.
Sajdik is the main author of the new concept of peace and has stated that plan was introduced to Russia and Ukraine in the OSCE.
The Special Representative proposed the establishment of the EU’s agency which would be responsible for the restoration of the Donbas, such as it was after the war in the Balkans. According to the Special Representative, the agency shall cooperate with the leadership of the UN and OSCE missions but stay autonomous.
“The new peace plan must be signed by the leaders of the Normandy format states and also ratified by the parliaments of Ukraine and the Russian Federation, which significantly distinguishes it from the Minsk agreements,” said Sajdik.
Under this plan, language rights should be guaranteed to the residents of the Donbas. The plan also assumes a large amnesty.
When asked about the estimated number of UN military and police missions in the Donbas, he noted that it hadn’t been calculated yet but it should not reach twenty thousand people.
Earlier, OSCE Chairman Miroslav Lajcak said that he was shocked by the living conditions of the people who live on the contact line in the Donbas.
