Russia intends to discuss Donbas special status at next Normandy Four meeting
During the upcoming Normandy Four Summit on December 9 in Paris, the special status of the territories controlled by the Luhansk and Donetsk People's Republics, with its inclusion in the Constitution of Ukraine, will be discussed, reports Kommersant, citing its source in Russian government. Other topics would involve security issues, amnesty, and elections.
Security issues are related to the further withdrawal of forces and equipment in other areas of the demarcation line in the Donbas. According to the interlocutor of the newspaper, the Russian side also intends to insist on including amnesty in the Ukrainian legislation with the prohibition to persecute people in connection with the conflict in the Donbas.
Also, one of the raised questions would be "the modalities of elections," but Kommersant notes that this topic is complicated due to many controversial points.
According to sources of the publication, as part of the economic topic, the parties can discuss the possibility of lifting the financial and transport blockade with Donetsk and Luhansk People's Republics, so that trains, buses, and trucks can freely cross the demarcation line. Humanitarian issues may include the exchange of prisoners and the restoration of infrastructure.
