Document Published Outlining Russia's Agreement with Syria

The Russian Federation has published the agreement that allows for Russia to have an airbase in Syria

"The treaty.... that establishes an RF Air Force base on the territory of the Syrian Arab Republic from August 26, 2015 has been published on the official legal internet portal of the Russian Federation.” The agreement was set for an indefinite term.

"Either party has the right to terminate this Agreement by giving prior written notice to the other party. In such case the implementation of this Agreement terminates one year after the date of receipt of the notification,” the document stated.

Both parties also agreed that Russian forces have the right to bring to Syria any weapons, ammunition, equipment and materials without duties or charges, and that Russian Air Force personnel would not be subject to security checks by Syrian customs authorities. Moreover, Syria has provided Russia with the Khmeimim Airbase with its infrastructure and necessary territories as required between the parties on a pro bono basis.

The document states that Syria will not make any claims against Russia, its Air Force and personnel, and will not bring legal actions regarding their operations. "The Syrian Arab Republic will respond to all complaints that may be made by a third party in the event of damage caused by the operations of the Russian Air Force group and its personnel,” the parties agreed.

Obozrevatel reports that recently Russian aircraft carried out strikes on a market, residential areas and a prison in the Syrian town Maarat al-Numan, killing 47 people, and injuring 100.
