Poroshenko signs law banning Russian films

The President of Ukraine, Petro Poroshenko, has signed a law banning films produced in Russia after 2013, as well as films which popularize authorities of an aggressor state.

An amendment to the Ukrainian law "on cinematography", concerning the films of an aggressor state (No 3359), entered the Verkhovna Rada (the Ukrainian Parliament) with the President's signature on April 20, 2016.

"Under part one of this article, a ban on the distribution and demonstration of films containing the promotion or propaganda of authorities of an aggressor state and its individual actions applies to any films, regardless of their country of origin, manufactured after August 1, 1991," is stated in the law.

"The ban of broadcasting films produced by individuals and legal entities of an aggressor state, not containing promotion or propaganda under the previous sentence of the bodies and their actions, extends to films produced and (or) published (declared) before January 1, 2014," was also affirmed in the document.

The lawmakers believe that it will contribute to the national security of Ukraine.

On December 2, 2015, the Cabinet of Ministers of Ukraine adopted the amendments to the regulations on the state certificate on the right for distribution and demonstration of films. This provides the right for denial of state registration and issuing a distribution certificate or the cancellation of existing registrations and certificates, if "one of the narrators is a natural person included in the list of the persons who pose a threat to the national security, published in the prescribed manner."
