SBU receives ‘green light' to start investigation into former DPR intelligence chief involved in downing of MH17

On December 14th, the Security Service of Ukraine received an authorization for a special (in absentia) investigation against the former intelligence chief of the Donetsk People’s Republic (DPR), Sergey Dubinsky, aka Hmuriy (Gloomy), as reported by Ukrainski Novyny news agency.

Major General of the Main Intelligence Directorate of the Russian Federation, Dubinsky, led the intelligence for separatists from July 7, 2014 to January 2, 2015. In an effort to conceal the participation of the Russian Armed Forces in the armed conflict in the eastern part of Ukraine, he used the identifying call signs "Gloomy" and "Grandfather," as well as the pseudonyms Petrovsky and Dvorkovsky.

According to Ukrainian counterintelligence, he is hiding in the Russian Federation, namely at 4B Molodezhnaya str., Big Log, Aksakay District, Rostov Region.

The court decision also said that on January 2, 2015, Dubinsky was recalled by authorities to Moscow and discharged from his duties in connection with the use of his position for personal enrichment. The Russian Federal Security Service (FSB) later banned him from staying in the separatist-held territory of the Donbas.

In March 2017, the Bellingcat investigative group published a report in which Dubinsky was named as the person who controlled the transportation of the Buk missile launcher complex to the Donbas, from which the Malaysian Boeing MH17 was shot down.

The Boeing 777 aircraft flight MH17 flying from Amsterdam to Kuala Lumpur was shot down by a Russian Buk system on July 17, 2014 in the Donetsk region. As a result, all 298 people who were on board were killed. There were citizens of 10 countries on the flight. Most of the dead were citizens of the Netherlands.

A team of specialists from Australia, Belgium, the Netherlands, Malaysia, and Ukraine conducted the investigation. The joint investigation team came to conclusion that the MH-17 flight was shot down by a 9B38 rocket from the Buk missile complex, which was launched from the separatist-held town of Pervomaysk.
