Media: Russia has resumed its memorandum with the US on flights over Syria
Izvestia reports that Russia has resumed its memorandum on preventing incidents in the sky over Syria, at the request of U.S. authorities. The newspaper referred to three sources in the Russian Foreign Ministry, saying that the memorandum went out on April 13.
U.S. Secretary of State Rex Tillerson told Izvestia while he was in Moscow that they had "appealed to the Russian leadership to extend the agreement." Tillerson visited Moscow on April 11-12. Following meetings with the Russian President and the Foreign Minister, Tillerson reported on the creation of a working group to stabilize relations between Moscow and Washington.
On April 7, Russia had suspended the memorandum in response to a U.S. missile strike at a military base in Syria. The Russian President's spokesman, Dmitry Peskov commented on this decision, saying that suspending the memorandum is unlikely to increase the risk of a collision between the parties because [the risk] is already high. He noted that the meaning of the agreement was lost after the US missile strike.
The agreement was signed by Moscow and Washington in October 2015. It regulates the actions of the air forces of the two countries in Syrian airspace.
