Russian performers touring Ukraine will have to inform SBU about their visit 30 days in advance
The Verkhovna Rada of Ukraine has required concert organizers to inform the Security Service of Ukraine (SBU) about the events featuring Russian artists at least 30 days in advance. 232 deputies voted in favor of Bill 6682 which only required 226 to pass.
If a Russian artist is scheduled to perform at the event, the organizer must request information from the Security Service at least 30 days in advance to determine whether there are legal grounds preventing the artist from participating in the event.
At the same time, the organizer must provide the SBU with reliable information about the first name and last name of the participant as listed in his entry documents, as well as about the use of pseudonyms, their participation in creative teams, and other information that characterizes his creative activity.
Further, the SBU, within 10 days of receiving the request, will review the request and provide the organizer with a response. Only after receiving a response confirming the Russian performer’s ability to participate in the event, will the organizer be able to sign a contract with the performer.
The bill also states that the organizer of a tour that violates these requirements bears administrative and economic responsibility which amounts to a fine of from 50 to 100 times the minimum wage.
At the end of September, the Ministry of Culture, on the recommendation of the SBU, added another 27 people to the list of individuals that pose a threat to national security.
Deputy Prime Minister Vyacheslav Kirilenko earlier proposed the creation of a special register of organizers, which invite Russian artists who violated Ukrainian legislation to perform in Ukraine.
